Disciplinary Procedures, 2023-24
  1. All cautions be recorded and acted upon by local association disciplinary committees.
  2. All cautions received by the competition controller for National Competitions will be redirected to local association secretaries.
  3. All orderings off be recorded and acted upon by local association disciplinary committees.
  4. All orderings off received by the competition controller for National Competitions will be redirected to local association secretaries.
  5. All local association secretaries must make a monthly return to the General Secretary of the Association listing all suspensions issued which apply to schools' football (ie match suspensions).
  6. All local association secretaries must make an immediate return (within 3 days of the meeting) to the General Secretary of the SSFA listing all suspensions issued that apply to all football (ie time suspensions)



DISCIPLINARY  STRUCTURE


ORDERINGS  OFF


Offences will be divided into 3 categories.


CATEGORY X


All suspensions will be for a number of matches and will apply only to schools' football therefore will not be reported to the SFA.


CATEGORY Y


Suspensions can be for either:


(a) a number of matches under the terms of Category X offences.

or

(b) a period of time which will be reported to the SFA and will apply to all football.


CATEGORY Z


All suspensions will be for a period of time that will be reported to the SFA and will apply to all football.



CAUTIONS


Cautions given to players (except two in the same game - see Category X), will be regarded in a cumulative fashion.


First

3 cautions in 3 different matches Automatic 1 match suspension


Second

2 cautions in 3 different matches Automatic 1 match suspension


Third

2 cautions in 3 different matches Automatic 2 match suspension


All players ordered off, or having accumulated an appropriate number of cautions, will have their case considered by a disciplinary committee: local, for local leagues and cups; national for shield and national cup-ties.


Again, such suspensions will apply only to schools' football; therefore will not be reported to the SFA.


All suspensions issued by Local Disciplinary Committees will be communicated to The General Secretary of the SSFA who will maintain a central database of all suspensions and communicate, where appropriate, time suspensions to the SFA.



ORDERINGS  OFF    -    CATEGORIES  and  SENTENCES


CATEGORY X


A4, Denies a goal or goal scoring opportunity by deliberately handling the ball, automatic 1 match suspension  *


A5, Denies a goal or goal scoring opportunity by other means, automatic 1 match suspension  *


A7,Receiving a second caution in the same match, automatic 1 match suspension  *


*For repeated offences, discretion is available to the committee to increase the penalty


CATEGORY Y


A6, Offensive, insulting or abusive language, automatic 2 match suspension **


A1, Serious Foul Play, automatic 3 match suspension **


A2, Violent Conduct, automatic 3 match suspension **


**  For repeated offences and more serious referee's reports, discretion is available to the committee to increase the penalty


CATEGORY Z


A3, Spitting - automatic 3 match suspension with mandatory further action involving time suspension.
